The members of the committee were announced in June 2012.

The first meeting of the DAAC was held in July 2012, followed by four additional meetings.

The DAAC members were also asked to participate in the international design competition, led by the Bureau of Engineering, to select the winning design concept for the viaduct.

The committee members attended community presentations and provided feedback on the submitted designs. Following this four month process, the members of the committee unanimously agreed on the selection of HNTB, with Michael Maltzan Architecture, as the designer of the new viaduct.
