The Bureau of Engineering, the Department of Cultural Affairs, and Councilmember Jose Huizar worked together to choose local arts experts to make up a Public Art Advisory Committee (PAAC) on this project. The PAAC's first meeting was held in August 2013. The Committee helped to identify an artist to provide the public art portion of the Sixth Street Viaduct Project. The Committee looked at the following primary considerations when selecting an artist:
- architectural vision
- iconic artwork
- local opportunities
- curatorial approach.
The Committee selected a list of candidates to present a vision for the viaduct’s public art component. Local artist Glenn Kaino was selected as the winner from a finalist group of five artists.
